Is an ICOMOS charter a doctrinal text at the international level?

For a charter to be considered a doctrinal text at the international level, the text must follow a formal procedure and be adopted by the ICOMOS General Assembly. The need for a new ICOMOS doctrinal text is carefully assessed by the ICOMOS Advisory Committee and the Board based on a submission - usually by an ICOMOS International Scientific Committee or ad hoc committee designated for this purpose by the Board. The ICOMOS Board decides if and to what extent partner organizations will be involved in developing new doctrinal texts. Successive drafts of the new doctrinal text are distributed throughout the ICOMOS professional network for comment and review, including feedback on how comments have been taken into consideration, until a final draft text has received a positive recommendation by the Advisory Committee and the approval of the Board. The text is then submitted to the ICOMOS General Assembly for adoption. When appropriate, ICOMOS doctrinal texts contain a mechanism to observe, monitor and evaluate the text over time – and a procedure exists for their amendment. The final versions of all doctrinal texts must be produced in French, English and Spanish, and may be produced in other languages.
