L'ICOMOS est l'organisation internationale destinée à promouvoir au niveau international la conservation, la protection, l'utilisation et la mise en valeur des monuments, ensembles et sites historiques.
Sa mission consiste en l'assurance d'un cadre organisé et d'un forum pour la rédaction des principes théoriques et pour l'échange international des expériences dans leur application.
La protection et restauration des monuments, ensembles et sites historiques doit assurer leur transmission aux générations à venir.
Pour atteindre son but, l'ICOMOS, par son Comité Exécutif, a la mission de poursuivre:
- La centralisation, l'examen et la diffusion des informations concernant les principes, les techniques et les politiques de sauvegarde, de conservation, revitalisation et mise en valeur des monuments, ensembles et sites historiques.
- Coopération active avec d'autres organisations nationales et internationales intéressées dans ce domaine, par des programmes et/ou des projets communs.
- Collaboration à la conception des programmes de formation des jeunes, dans le cadre des formes d'enseignement secondaire et universitaire, ainsi que des cours de spécialisation.
- Le soutien des Comités Nationaux des pays de l'Europe Centrale et Orientale, à l'apparition de divergences avec l'administration centrale et locale, concernant la protection, l'utilisation et la mise en valeur des monuments, ensembles et sites historiques. Exemple pour la Roumanie, le soutien reçu par le Comité National Roumain de l'ICOMOS dans la critique du projet " Dracula Parc ", proposé aux alentours de la ville médiévale de Sighisoara.
- Une attention accrue accordée aux itinéraires touristiques culturels interrégionaux (routes historiques et écoles artistiques internationales) ainsi que nationaux (écoles locales, évolutions spécifiques dans un contexte historique particulier).
En ce qui concerne le financement de la réalisation des idées sus-mentionnées, on pourrait considérer -en dehors des cotisations, plusieurs sources complémentaires :
- L'appui des organismes financiers tels que la Banque Mondiale, la Banque pour la Reconstruction et le Développement, pour les problèmes majeurs, par exemple, la conservation et la gestion des villes historiques.
- Mécénat, revenus provenant de conférences et publications, collecte de fonds en vue du financement des activités d'expertise, revenus provenant des contrats exécutés par les experts des Comités Nationaux de l'ICOMOS, etc.
ICOMOS is the international organization concerned with furthering the conservation, protection, rehabilitation and enhancement of monuments, groups of buildings and sites, at the international level.
Its mission is to provide an organized framework and forum for the definition of theoretical principles and for international change of experience concerning material implementation of this basis.
The protection and restoration of monuments, groups of buildings and historical sites must ensure that they are properly handed down to future generations.
In order to achieve its objectives, through its Executive Committee, ICOMOS has the following tasks:
- Centralisation, examination and distribution of information on principles, techniques and policies for the safeguarding, conservation, revitalisation and enhancement of building groups and sites.
- Proactive co-operation with other national and international organisations which have an interest in this field, through joint programmes and / or projects.
- Co-operation in developing youth training programmes within secondary school and higher education curricula and specialist training programmes.
- Supporting National Committees of Central and Eastern European countries when these are in conflict with central and local authorities concerning the protection, good use and enhancement of monuments, building groups and historic sites. A relevant example for Romania could be the support received by the Romanian National Committee of ICOMOS on criticising the "Dracula Park" project proposed to be located in the vicinity of the medieval city of Sighisoara.
- Paying special attention to both the interregional cultural tourism itineraries (historic thoroughfares and international art schools) and national cultural tourism itineraries (national schools, specific evolutions within a particular historic context)
Concerning the financing of the above mentioned ideas, the following complementary funding sources could be considered, apart from subscriptions:
- Support received from financial organisations such as the World Bank, the Bank for Reconstruction and Development, for major issues such as conservation and administration of historic cities.
- Sponsoring, revenue from conferences and publications, fundraising activities in view of financing expert studies, revenue from research contracts carried out by National ICOMOS Committee experts, etc.
