Le Rapport mondial de l?ICOMOS sur les monuments et les sites en p?ril est produit ? intervalles r?guliers afin de comprendre et de suivre l??tat du patrimoine culturel gr?ce ? la contribution active de rapports r?alis?s par le r?seau des membres, des comit?s nationaux et des comit?s scientifiques internationaux de l?ICOMOS.

Ce rapport est compl?mentaire d?autres initiatives de l?ICOMOS, par exemple :

l?ICORP - le Comit? international de pr?paration aux risques a ?t? cr?? afin d??laborer des conseils professionnels sur la gestion du risque comme partie int?grante des pratiques de conservation ;

l?ICBS - le Comite international du Bouclier bleu, dont l?ICOMOS est un partenaire fondateur, qui coordonne les plans d?actions entre les principales ONG du patrimoine culturel dans les situations d?urgence et les catastrophes touchant le patrimoine.

Le public

Le Rapport ne se limite pas ? imformer les collegues professionnels sur les risques qui menacent le patrimoine et les solutions nouvelles de conservation qui se font jour. Il analyse les tendances qui caracterisent le patrimoine culturel a travers le monde et s'adresse a un public beaucoup plus large.

Le Rapport est distribu? aux organisations internationales et aux m?dias par le Secr?tariat de l?ICOMOS, accompagn? des communiqu?s de presse ad hoc. Les comit?s nationaux et scientifiques sont ?galement responsables de sa distribution aux m?dias concern?s, aux organisations nationales, gouvernementales et principaux collaborateurs.

La r?alisation

La production du Rapport est plac?e sous la responsabilit? d?un groupe de travail d?au moins trois membres mandat?s, issus du Comit? ex?cutif de l?ICOMOS. Le groupe de travail assure la production du Rapport avec le soutien d?un conseil de r?daction et d?un charg? de mission dont la responsabilit? est de:

rassembler et collationner les rapports et les illustrations ;

r?viser les rapports, v?rifier la qualit? de la langue (cf. Manuel de r?daction) sans changer le sens ni les donn?es des rapports ;

coordonner la communication entre le groupe de travail et les intervenants en fonction des demandes (ex. le Directeur du secr?tariat international de l?ICOMOS)

superviser l?impression du Rapport.

Le Rapport est produit ? intervalles r?guliers.

Langue de travail

La langue commune de la publication du Rapport est l?anglais. Des textes peuvent ?tre r?dig?s dans les autres langues utilis?es ? l?ICOMOS (espagnol, fran?ais) et accompagn?s d?un r?sum? en anglais.

Contenu

Le Rapport est une production de l?ICOMOS. Il rassemble tous les rapports obtenus par un processus de consultation, sous l'autorite des comit?s nationaux et des comit?s scientifiques internationaux de l?ICOMOS. Il peut aussi comporter des rapports autoris?s soumis par des organisations partenaires de l?ICOMOS.

Pour les pays qui n'ont pas de comit? national, un membre de l?ICOMOS peut soumettre un rapport qui sera ?tudi? pour publication par le groupe de travail. Dans des cas exceptionnels, des rapports particuliers ?manant de sp?cialistes professionnels pourront ?tre pris en consid?ration, apr?s examen par un membre du comit? ex?cutif de l?ICOMOS.

Lorsqu?un rapport ne provient pas d?un comit? national, il sera soumis au comit? national concern? pour commentaire, avant d??tre pris en consid?ration pour publication par le groupe de travail.

Les documents

Tous les comit?s nationaux et les comit?s scientifiques internationaux sont responsables de la soumission d?un rapport dans les delais prevus et conforme aux consignes g?n?rales suivantes. Le format et le contenu d?pendent des circonstances particuli?res qui se pr?sentent chaque ann?e. Les ?l?ments qui suivent sont donc des consignes d?ordre g?n?ral et ne constituent pas un cadre rigide.

Longueur: environ 3 pages de texte.

Format: de pr?f?rence, fichier informatique, compatible IBM, envoy? en fichier joint par courrier ?lectronique ou sur disquette 3.5?.

Contenu:

Heritage at Risk 2008-2010 Report is a world report on monuments and sites in danger in many countries across the globe. With prefaces by the Assistant Director General for UNESCO, Francesco Bandarin, and ICOMOS President Gustavo Araoz, this sixth volume, which for the first time includes a comprehensive index of all cases or sites discussed in H@R reports published since 2000, provides a certain overview of the dangers, problems and trends regarding the protection of monuments and sites in the different regions of the world.

Reports from 40 countries illustrate the broad range of threats faced by our cultural heritage. Particular emphasis is placed this time on the consequences of recent devastating earthquakes and other natural disasters (including Chile, China, Haiti, Italy and New Zealand). In addition, there are reports on dam projects in Turkey, Pakistan and Brazil; on threats to the historic towns of Istanbul and Jeddah as well as on the Temple of Preah Vihear in Cambodia which is suffering from a border conflict. The report also informs on the measures undertaken to save the Buddhas of Bamiyan and the Buddhist monasteries of Mès Ainak in Afghanistan, endangered by a copper mining project. Besides reports on problematic new development projects in Budapest, Istanbul, St. Petersburg, Tel Aviv and Vienna, a detailed report deals with the continuing critical situation of Russian avant-garde architecture, especially in Moscow.

ICOMOS expresses its deep gratitude to Michael Petzet, former President of ICOMOS International, who after a decade as editor is handing over work on future Heritage at Risk reports to Christoph Machat, member of the Executive Committee. ICOMOS is also thankful to the German Federal Government Commissioner for Cultural Affairs and the Media for funding this edition.

ICOMOS World Report 2006-2007 on Monuments and Sites in Danger

The new World Report 2006/2007 on Monuments and Sites in Danger provides a broad spectrum of threats in the different regions of the world. Apart from 40 National Reports there are also current reports on cross-national topics, such as endangered rock paintings in North Africa and Australia, threats to vernacular architecture or to our archaeological heritage. Many of the threats discussed in the previous Heritage at Risk reports still exist, for instance dam projects in Turkey or threats to cultural heritage caused by military conflicts in Iraq and the Near East. Often conservation concerns are being sacrificed for purely commercial interests. This is being demonstrated for example by skyscraper projects in St Petersburg, Prague, Istanbul or Vienna exceeding all traditional dimensions or by the disfigurement of historic town quarters and cultural landscapes in countries such as Hungary, Romania or Moldova.

For the first time, the World Report 2006/2007 also contains a number of studies dealing with the effects of the worldwide climate change on our cultural heritage. Case studies demonstrate how different world regions, for instance the Canadian coastline, the Antarctic and Southern Europe, are already affected by climate change. Being aware of this interaction between natural and cultural heritage, ICOMOS has increased its commitment in Brazil by recently declaring the tropical rainforest of Amazonia a "monument of nature".
